The fault is related to the signals arriving at the SKSYSINTL. There are two pairs of pins that matter, one is typically connected to the WIC system and the second is the PC_PERMIT that is mostly bridged inside the connector, in case of sirius.
This fault originates from the *State machine card*(?) Powering Interlock Controller (PIC) (see figure 30 in EDMS2335198) and can be triggered by one of the system interlocks and most commonly the Warm Interlock Controller (WIC) that supervises the magnet load.
In recent DIM definitions (Sirius) this label has been replaced by [SYSTEM] WIC+MAGNET to reflect more precisely the cause of the fault.
